Resumo
Embora surjam em lugares determinados, os conceitos e linguagens políticos são essencialmente móveis. Dado o impacto da diferente sociedade para o qual eles são transpostos, porém, eles fatalmente apresentam uma operacionalidade diversa. Daí a proficuidade de se examinar as semelhanças e eventuais diferenças existentes entre as sociedades que produziram, ou que serviram de principal referência para justificar a sua “importação”, e aquelas para as quais eles foram recepcionados, antes de proceder propriamente ao estudo de suas recepções. A comparação deve identificar os setores sociais que estavam disponíveis para albergar as novas linguagens políticas no país de recepção, o que condiciona o modo e os limites de sua manipulação. Na época da independência brasileira, os principais setores sociais disponíveis para operar a recepção dos conceitos políticos europeus eram a burocracia do Estado, o alto comércio e os grandes proprietários de terras. Dada a fragilidade dos setores médios urbanos, mas também a ausência de uma nobiliarquia hereditária, o debate político brasileiro – diferentemente do europeu – se restringiria a fórmulas liberais moderadas, inviabilizadas as opções absolutistas à direita e radicais à esquerda.

Abstract
Political concepts and language are essentially movable even though they may come forth in pre-established places. However, given the impact on distinct societies to which they are transposed, they will undoubtedly become operational in diverse forms. Hence the convenience of examining existing similarities and differences in societies that have produced, or that served as main references to justify its “importation”, and those in which they were received, before proceeding with the actual study of their reception. The comparison should identify the social sectors in the receiving country then available to house new political languages, thus showing the manner and limits of its manipulation. At the time of the Brazilian Independence, the main social sectors available to operate the reception of European political concepts were State bureaucracy, high trade, and large land owners. Given the frailty of urban medium sectors, as well as the absence of inherited nobility, the Brazilian political debate – differently from the European – was restricted to moderate, liberal formulae, inasmuch as the rightist Absolute Power, and the leftist radical, options were unviable..
