Resumo
O artigo analisa a implantação e consolidação da siderurgia no Brasil e o papel desempenhado pelo Estado neste processo. O texto aborda com maior ênfase os períodos compreendidos nas primeiras décadas do século XX, à época da chamada “República Velha”, e nos anos seguintes à Revolução de 1930, em que a criação da Cia. Siderúrgica Nacional e da Cia. Vale do Rio Doce, durante o governo Vargas, representam o ponto culminante da atuação estatal para a efetiva implantação da indústria pesada no país. Este recorte histórico é propício para a discussão de temas centrais à industrialização nacional, como a importância da iniciativa estatal no processo de industrialização diante da ausência de capital nacional e em contraposição ao controle estrangeiro sobre os recursos minerais. Assim, a solução da “questão siderúrgica” revela o enfrentamento do Estado a problemas como a exploração adequada dos recursos minerais nacionais, o tratamento jurídico da propriedade de minas e jazidas, bem como a atuação de capitais estrangeiros na atividade industrial interna, com o intuito de efetivar políticas voltadas à independência econômica, cujo pressuposto era o controle do Estado sobre seus recursos naturais para beneficiar a economia nacional.

Abstract
This paper analyzes the implantation and consolidation of the steel industry in Brazil and the role of the State in this process. The text will focus on the period that goes from the initial decades of the Twentieth century, the so-called “Old Republic”, to the years following the 1930 Revolution, when the creation of Companhia Siderurgica Nacional and Companhia Vale do Rio Doce during the Vargas administration, represented the highest point reached by State actions towards a positive insertion of heavy industry in the country. This historical episode propitiates the discussion of themes central to industrialization in Brazil, such as the importance of State initiatives in the process of industrialization, given the absence of private, domestic financing, and also to compensate for foreign control over mineral resources. Thus, the solution of the “steel industry issue” reveals the State confrontation of problems such as the adequate exploration of the country’s mineral resources, the legal aspects of the ownership of mines and large deposits of ore, as well as the role of foreign capital in internal, industrial activities. The purpose was to establish policies dealing with economic independence that would allow for the State control of its natural resources to benefit the country’s economy.
