Resumo
Este artigo analisa as políticas do Paraguai e do Uruguai quanto a II Guerra Mundial e à reper- cussão delas nos respectivos posicionamentos na dinâmica geopolítica do Rio da Prata, que tinha como polo principal a Argentina. O arti- go utiliza fontes primárias, entre outras, os ar- quivos diplomáticos paraguaios e uruguaios, e bibliografia atualizada. A tese central do artigo é a de que, embora Paraguai e Uruguai tenham adotado posturas formalmente idênticas – a neutralidade no início do conflito, o rompimen- to de relações diplomáticas com o Eixo, em 1942, e a declaração de guerra a este em 1945 – diferenciaram-se quanto à eficácia de medidas adotadas contrárias ao nazifascismo e em rela- ção à Argentina, país até então hegemônico no Rio da Prata. O impacto geopolítico foi maior sobre o Paraguai, onde a influência argentina foi rivalizada pela do Brasil, respaldado pela ação dos Estados Unidos, que tomou iniciativas para conter a influência nazista na sociedade paraguaia. O impacto geopolítico foi menor no Uruguai, pois sua posição geográfica e suas ca- racterísticas econômicas reduziam a capacidade de a Argentina influenciá-lo, mas, ainda assim, houve uma sensível alteração da inserção exter- na uruguaia.

Abstract
The article analyses the Paraguayan and Uruguayan foreign policies in relation to World War II and their repercussion in each country’s position in the geopolitical dynamics of the Rio da Prata, where Argentina was a key player. We use primary sources, among which are the Paraguayan and Uruguayan diplomatic archives, as well as updated bibliography. The central argument of the article is that, although Paraguay and Uruguay had formally adopted identical positions, namely that of neutrality in the beginning of the conflict, the severance of diplomatic relations with the Axis in 1942 and the declaration of war upon it in 1945, they differentiated from each other in regard to the effectiveness of the measures adopted contrary to Nazi-fascism and towards Argentina, a hegemonic country until then in the Rio da Prata. The geopolitical impact was greater felt in Paraguay, where the Argentinian influence was rivalled by that of Brazil’s, which was backed by actions taken by the United States to counter Nazi influence in the Paraguayan society. The geopolitical impact was less significant in Uruguay due to its geographical position and economic features which reduced Argentinia’s capacity of influence upon the country. Nonetheless, there was considerable change in the Uruguayan insertion in the world.
