Resumo
Após a Restauração de dezembro de 1640, o tema do governo por Conselhos Superiores (ou Tribunais) era recorrente na gestão da monarquia pluricontinental portuguesa. A partir de algumas advertências e consultas, esta tese refaz parte dessa discussão. Ela tem por propósito não apenas evidenciar a importância do governo por Conselhos na monarquia portuguesa, mas também vincular este modo de deliberação à ideia de monarquia pactuada. O período escolhido se refere aos anos seguintes à Restauração.

Abstract
After the Restoration of December 1640, government by Superior Councils (or Tribunals) was a recurrent subject in the administration of the Portuguese pluricontinental monarchy. Based on some warnings and consultations, we retrace here part of this discussion. We intend to not only highlight the importance of government by councils in the Portuguese monarchy, but also to link this mode of deliberation to the idea of an agreed-upon monarchy. The analyzed period covers the years following the Restoration.
